Inspections Directorate

This Section is a function of the administrative organ and exercise the Administration’s mandate derives with the express authority from the Director, Directorate of Criminal Investigations. Its offices are based at the Directorate’s headquarters, Mazingira House Nairobi. There are no administration offices at the Counties/Formations and all the activities are coordinated at the DCI headquarters, Nairobi along Nairobi - Kiambu Road.  

The Section is mandated to conduct annual or snap inspections at all Directorate of Criminal Investigations;- Formations and County’s Divisions, their Sub-Stations as envisaged by the National Police Service Act of 2012 and the Service Orders, (herein to be referred to as Service Standing Orders).

Command and Structure

The Section is headed by Director of Inspections who is responsible to the Director, Directorate of Criminal Investigations for the efficient, effective administration and execution of the Section’s mandate.  

 The Mandate

The Section is mandated to perform the following functions: -

  • To conduct annual/snap inspections at all Criminal Investigations Sub-County offices as well as their Sub-Stations at the Counties and Formations on routine basis, as arranged in any current calendar year. Snap inspections may be conducted as directed by the Director, Directorate of Criminal Investigations and/or, any other officer with this/her authority, when and where necessary.
  • To ensure that the Criminal Investigation offices in the Country maintain high standards of professionalism in their performance and the delivery of quality services to the general Public - wananchi. 
  • To crime read, analyze and ensure that all investigations by the Directorate either criminal, inquiries or otherwise, are properly handled and/or, to the standard required by the law, thus acts as an Audit and Quality Control Section in criminal investigations.
  • To ensure that matters and incidents reported to the Directorate of Criminal Investigation offices, in the Country are promptly handled, thoroughly investigated with minimal delay and within the cardinal principles in law that justice delayed is justice denied.
  • To ensure that all Government Equipment/stores/vehicles are economically used for the intended purposes (and that there was/is, fair wear and tear, thus no misuse).
  • To advise, counsel field Officers and chart the way forward on trivial issues in a bid to remedy any anomalies detected during Inspections.
  • To draw a comprehension Inspection Reports to the Inspector-General of Police through Director, Directorate of Criminal Investigations, highlighting the situation, strengths/successes, challenges/constraints and any anomalies, after every visit to any inspected Divisions, Stations/units and/or, offices in the Counties and Formations.
  • To receive the County, Formation and Unit, Criminal Investigation Commanders, quarterly inspection reports from their respective Sub-Counties, Units/offices and personal visits to their Police Station’s crime branches, for perusal and advice.

About

The establishment, development and growth of Criminal Investigations Department can be traced to the evolvement of the Kenya Police to which it remains one of the key formations. The first police officers were recruited in 1887 by the Imperial British East Africa Company, I.B.E.A. to provide security for stores in Mombasa. It was from these humble beginnings that the Kenya Police was born.
