FAQs

Most of the offences generally fall under the following statues:-

  1. Penal code (cap. 63 laws of Kenya) e.g.-forcible detainer, forgery of Title to land.
  2. Law of Succession Act (Cap. 160 LOK) e.g.-taking possession, disposing off or otherwise meddling with any free property of a deceased person.
  3. Survey Act (Cap.299 Laws of Kenya) e.g. Unlawfully taking away,possessing,removing,destroying,displacing or altering the position of any survey mark.
  4. Anti corruption and Economic Crimes Act No.3 of 2003 e.g. Abuse of office.
  5. Land Registration Act No. 3 of 2012 e.g. Fraudulent procuring the registration of any certificate of ownership, or any other document or instrument relating to the Land.
  6. Land Act No.6 of 2012 e.g. unlawfully occupying public land.

Land fraud cases are formally reported to the Public Complaints Office. The complainant is advised accordingly and if the complaint warrants investigations, the complainant is referred to the land fraud unit with a referral form. The Unit takes up the case for appropriate cause of action.

Prevalent offences investigated and prosecuted by the Land Fraud Unit are :-

  1. Obtaining registration of land Title deed by false pretence.
  2. Forgery of Title deeds,Wills,power of Attorneys and other documents of Title to land.
  3. Forgery of stamp for purposes of revenue collection
  4. Forcible entry
  5. Uttering false documents
  6. Making a document without authority
  1. Title Deeds and Share certificates from land buying companies
  2. Letters of allotment
  3. Sale agreements and transfer documents
  4. Stamp duty/revenue rubber stamps
  5. Wills and letters of administration
  6. Registrars stamps
  7. Certificate of incorporation of companies
  8. Parcel files/correspondence files at the ministry of lands i.e. parallel files being opened
  9. Beacon certificates

To avoid contamination of evidence

 

The Forensic Laboratory provides overall support to criminal investigations in the Directorate of Criminal Investigations (DCI) and the entire National Police Service.

 

At DCI Headquarters along Kiambu Road, Formational, Regional, County and sub-county DCI offices country wide. Members of public are advised to report to their nearest offices.

 

The DCI does not recruit directly from the members of the public. DCI officers are internally recruited from serving members of the National Police Service

Where can I get my fingerprints taken for Police Clearance Certificate?

  1. All Huduma Centres country wide.
  2. DCI Headquarters.
  3. Refugees Affairs secretariat (RAS) for Refugees.
  4. Embassies/High commissions for Applicants in Diaspora.
  5. Any other destination as indicated under the application website.

How can someone authenticate a Police Clearance Certificate?

Use the link (dci.ecitizen.go.ke/verify) or

Send the word DCI to 21546 then dial *512# and select "Police Clearance"

I am a Kenyan Citizen; how do I apply for a Police Clearance Certificate?

  1. Use the link (dci.ecitizen.go.ke),
  2. Make sure you have an eCitizen  account or create one through the portal and login.
  3. Read the instructions carefully then make the application, (Adult application).
  4. Select area/location of fingerprinting.
  5. Select the mode of payment and pay for the police Clearance.
  6. Download and print two (2) copies of your invoice, and one copy of your C24 on both sides On an A4 paper
  7. Present the C24 and invoices with an original National ID for adults, to the respective area of Fingerprinting as per the choice made in application (appearing in C24) e.g.  HUDUMA CENTRE / DCI HEADQUARTERS for fingerprint taking and processing
  8. Once the certificate is ready, you will receive an SMS notification to download it from your eCitizen  account.

I am a Refugee, how can I apply for a Police Clearance Certificate from Kenya?

Application is made through the Refugee Affairs Secretariat (RAS).

1.    Applicant Must present him/herself with a certified copy of his country’s passport with documentary prove that he /she ever resided in Kenya for 6 months or more.

2.    Must pay prescribed amount or its equivalent and obtain the official receipt from our foreign mission.

3.    Must allow his/her fingerprints and palm prints to be recorded and certified on a prescribed form at the nearest Police Station in the present country of residence.

4.    The application consisting of original payment receipt, certified copy of passport, document of prove of resident in Kenya and fingerprints must be forwarded officially with a covering letter from the official fingerprinting agency or Kenyan mission to DCI Headquarters Nairobi-Kenya.

2.    Sign up as a foreign resident (those with Alien ID) / visitor (Those without Alien ID)

3.    Login and click on the Police Clearance Certificate service.

4.    Upload relevant documents as per your immigration status (i.e Work permit/ Dependant Pass/ Student Pass/ Diplomat/ Visitor/ Stateless) providing proof of residence in Kenya for 6 months or more and wait for approval (If declined, make needed correction).

5.    Select the mode of payment and pay for the police Clearance.

6.    Download and print two (2) copies of your invoice, and one copy of your C24 on both sides On an A4 paper.

7.    Present the C24 and invoices with an original passport and attached documents to the respective area of Fingerprinting as per the choice made in application (appearing in C24) e.g.  HUDUMA CENTRE / DCI HEADQUARTERS for fingerprint taking and processing.

8.    Once the certificate is ready, you will receive an SMS notification to download it from your eCitizen account.

1.    Only minors between 16 and 17 years old qualify for application.

2.    Minors will make application through the parent/guardian eCitizen account (Your Child’s Application(UNDER 18 YEARS) option).

3.    Present the C24, invoices and original birth certificate to the respective area of Fingerprinting as per the choice made in application (appearing in C24) e.g.  HUDUMA CENTRE / DCI HEADQUARTERS for approval, payment and  fingerprint taking.

4.    Once the certificate is ready, you will receive an SMS notification to download it from your eCitizen account.

The validity of the information on a Police Clearance Certificate (PCC) is as of the the date of issue.

All matters constant, application takes at least 2(two) weeks from the date of Fingerprinting for the certificate to be ready.

Once the certificate is ready, you will receive an SMS notification to download it from your eCitizen  account, or you log in to your e-citizen account and confirm.

In every application, applicants are supposed to record fresh fingerprints for the processing of a new Police Clearance Certificate.

The firearm holder presents him/herself with the firearm(s) to the National Forensic Lab-Ballistic section at DCI Headquarters for the issuance of a Ballistic Test Certificate (BTC).

 

In case of change of particulars, loss of Logbook, Loss of or Mutilated registration plate, deregistration and reregistration, verification, forced transfer of ownership, and double registration.

 

TAPELIFT:

This is a method of collecting evidence of the chassis and engine numbers in motor vehicles for use by the National Transport and Safety Authority(NTSA) and /or investigative agencies in cases where investigation into criminal matters is involved.

The establishment, development and growth of Criminal Investigations Department can be traced to the evolvement of the Kenya Police to which it remains one of the key formations. The first police officers were recruited in 1887 by the Imperial British East Africa Company, I.B.E.A. to provide security for stores in Mombasa. It was from these humble beginnings that the Kenya Police was born.
