Anti Narcotics Unit

Introduction

The unit is a section within the Directorate of Criminal Investigations mandated to enforce the Narcotic Drugs and Psychotropic Substances (Control)  Act No. 4 of 1994 cap 245 L.O.K.It was formed in 1983 to specifically deal with the menace of illicit drugs.The unit have officers who are well trained and equipped and are deployed across the country exit and entry points: i.e. sea ports, airports, borders and major highways.

 To attain excellence in prevention, detection, investigation & prosecution of local and trans-national organized crimes on drug trafficking.

Mission

 Detecting drugs and drug traffickers through modern techniques of investigations especially at Airport and Border points

 Targeting major drug traffickers and drug syndicates with a view to dismantling them.

 Identifying and eradicating cannabis plantations.

 To significantly reduce the availability of narcotic drugs and psychotropic substances in Kenya

Kenyan law on drug trafficking

i. The Narcotic Drugs and Psychotropic Substances (Control) Act No. 4 of 1994.

ii. The law was amended in 2022 to provide for stiffer penalties for offences under the act. It also provides for procedure of seizure of drugs, conveyance and implements used as well as forfeiture of the same including land in case of cultivation of prohibited plants.

iii. Proceeds of Crime and Anti Money laundering Act, 2009 (POCAMLA).

iv. Prevention of Organized Crimes Act, 2010.

v. National Police Service Act, 2011.

vi. National Authority for the campaign Against Alcohol and Drug Abuse Act 2012.

 

What is a drug?

Is any substance, other than food which when taken into the body alters the normal function of the body or mind. They may or may not have medicinal properties, may be legal or illegal, or, may be in herbal form or laboratory manufactured.

What are narcotic drugs?

These are drugs which when taken into the body orally or through intravenous means affects the central nervous system by depressing or stimulating it thereby diminishing its vital function.

CLASSIFICATION OF DRUGS

  • STIMULANTS: -Cocaine, Amphetamines, methamphetamines, ecstasy….
  • DEPRESSANTS: -Heroin, Mandrax
  • HALLUCINOGENS: -LSD, magic mushroom

Commonly Abused drugs

  • Cannabis sativa (Bhang)
  •  Hashish
  •  Heroin
  • Cocaine
  • Mandrax (Methoquolone)
  • Barbiturates

  • Methamphetamine
  • Ketamine

 Drug trafficking

  •  Is a global illicit trade involving cultivation, manufacture, production, distribution, sale, buying, importation, exportation, supplying, storing, administering, conveyance etc of prohibited substances such as narcotic drugs and psychotropic substances.

HEROIN

—  Opium poppy(heroin) -cultivated within the Golden triangle(south east Asia) Myanmar, Vietnam and Golden crescent region(south west Asia) Afghanistan, Iran and Pakistan

Cannabis Sativa is a hemp plant that grows wildly in the tropics.
Has various street names:-
joint, grass, zol, boom, pipe, Marijuana, Weed, Ganja, Greens etc.

It has by products called Hashish and Hashish Oil. Active agent in cannabis is called THC (Tetrahydrocannabinol) which is chemically extracted from the cannabis plant.

 

It is manufactured in clandestine laboratories, stolen /diverted from the public hospitals

  • Drug abusers often try to conceal their symptoms and downplay their problem. If you are worried that a friend or colleague or a family member might be abusing drugs, look for the following warning signs:

  • Physical warning signs of drug abuse eg injuries due to accidents (such as car accidents), physical disabilities and diseases.
  •  
  • Behavioral and psychological signs of drug abuse such as depression, developmental lags, apathy, withdrawal, personality disorder and other psychosocial dysfunctions

Role of General Public in combating drug trafficking

  • Volunteering information to police officers on any business or person dealing with drug trafficking.
  • Assisting the police in apprehension of drug offenders.
  • Reporting drug offenders and abusers to Local Administration and also engaging Nyumba Kumi Initiative.
  • Sensitizing the youths against drug abuse and effects.
  • Being role models to the most vulnerable people in the society against drug abuse.

About

The establishment, development and growth of Criminal Investigations Department can be traced to the evolvement of the Kenya Police to which it remains one of the key formations. The first police officers were recruited in 1887 by the Imperial British East Africa Company, I.B.E.A. to provide security for stores in Mombasa. It was from these humble beginnings that the Kenya Police was born.
