DCI ACADEMY

National Police Service DCI Academy

The DCI Academy dedicated to being the regional premier law enforcement learning and research center and an advocate for law enforcement best practices. It is the institution tasked with training in matters of investigations in the National Police Service. Historical Background

The C.I.D. Training School was established in 1957 to enhance the Kenya Police capacity and efficiency in criminal investigations. In 1969 the CID Training School was relocated from City Centre to South C where it is currently located. The School housed both CID training and the then Special Branch Training before they relocated to the current National Intelligence Academy in Ruaraka.The first commandant of the School was Mr. John Bell SSP whose tenure lasted up to 1966.

Current Status

The DCI Academy is located in South C on the southern side of the city next to the Police pavilion. The school has enough classrooms and a state of the art auditorium, there are two forensic classrooms and computer laboratory which is to be upgraded to an e- learning Centre. The School also houses the DCI Library that maintains complete and up-to-date law enforcement information from around the world and offers a variety of audiovisual materials, legal publications, government documents, periodicals, and plans are underway to have it kitted with online resources to make it a fully functional E- resource Centre with current and up to date E- resources on Law Enforcement form all over the world.

Recreational facilities are available in the campus.

There is spacious field for sports within the school and a swimming pool in the adjacent Police Pavilion.

The Academy was established in 1957 to train NPS personnel to the highest possible standards of competency and Integrity. It moved to South C in 1974 and has continued to be the premier college offering technical and professional training on Intelligence and investigations, to NPS personnel and other government investigative agencies.

The Academy was also identified as a Centre of Excellence in Criminal Intelligence and Investigations by East Africa Police Chiefs Cooperation Organization (EAPCCO) for regional and international training in 2014 vide decision SCISS/06/10-2014.

The Academy is registered with TVET in line with the National Training Policy and to collaborate with higher learning institutions for enhancement of training and research capacity.

Mission

To offer quality and professional investigative training and other related disciplines for competitive competences among police officers in NPS and other government institutions

The main functions of the centre are to;

  • Offer technical and professional training on criminal intelligence and investigations
  • Monitor and evaluate training programs
  • Create a platform for experience sharing
  • Conduct research on emerging crimes and share information

Commandant’s Mandate:

  • Efficient management and administration of the DCI school
  • Training of all police and CID officers on criminal investigations
  • Development of relevant criminal investigation courses and programs for the academy and other police institutions
  • The provision of liaison services for the DCI/Police and other training institutions
  • The provision of prudent financial management practices to ensure financial accountability
  • The provision of relevant investigation or security training courses to other government / parastatals/ organizations

The Kenya’s vision 2030, Kenya’s development blueprint for transforming into a newly industrialized middle-income country, envisions a “society free from danger and fear” and requires law enforcement agencies to come up with innovative, versatile and proactive methods for preventing and combating crime.

In line with the government position the DCI Academy prides itself of top-notch investigations capacity building courses for DCI Detectives, all NPS personnel and other Investigative agencies that have assured the public of our commitment in capacity building of our investigative agencies.

Priding itself as a Center of Excellency Academy recently trained a regional course on Advanced Crime scene management for officers from Kenya, Uganda and Tanzania and has also successfully trained various investigation courses for DCI and KPS officers.

Other investigative agencies across the country are also sending their personnel to learn the investigative techniques at this premier Academy, this include; Kenya Revenue Authority, Military police (KDF), Ethics and Anti-corruption commission (EACC), Kenya Power security, Kengen, Communication Authority, Anti-counterfeit authority, Kenya bureau of standards and Data Protection commission.

“The beginning of these trainings marks the birth of something beautiful. From the time, we reported here, we were warmly welcomed in the institution and settled down to begin the training. Throughout the two weeks we’ve had with the instructors, Course participants have gained immense knowledge and skills. During the official opening ceremony, the director training DCI encouraged partnership between ACA and DCI in addressing the counterfeit menace.

The Director DCI Mr. Amin Mohamed emphasized on integrity and commitment in investigation to unravel the crime of counterfeiting. He reminded us that the expectation of government in the fight against counterfeiting are very highly captured in the Kenya kwanza manifesto. The course men and women present are following the footsteps of our CEO Dr.RobiMbugua who attended training in advanced investigations course in this premier institution. We are privileged to be the first cohort to undertake this training and we sincerely thank our ED for the facilitation.

In addition, we thank in very special way the academy commandant and her team of instructors for successfully training us which as promised in her remarks during the opening ceremony was conducted similarly to that of the police as it included instilling of discipline to the participants. Of importance to note are critical areas of investigations covered in the course which range from; Crime prevention strategies, Crime scene management, Statement recording and handling of witnesses, Exhibit management, Procedure of trial, Stress management in the work place and Customer care and public relations among others.

This has prepared us to be better investigators than when we came to the academy. The benefits of this training will be seen as the graduands take the fight against counterfeiting to the next level.

The officers have been engaged in morning physical training and are leaving this place ready to tackle counterfeiters with renewed energy. We have greatly interacted with our instructors and formed strong networks which I believe shall be maintained.

We enjoyed the mess services where we were always served with delicious indigenous food and all the facilities accessible for fitness including, swimming, aerobics and stadium for outdoor activities.

About

The establishment, development and growth of Criminal Investigations Department can be traced to the evolvement of the Kenya Police to which it remains one of the key formations. The first police officers were recruited in 1887 by the Imperial British East Africa Company, I.B.E.A. to provide security for stores in Mombasa. It was from these humble beginnings that the Kenya Police was born.
