HOSPITAL DIRECTOR IN COURT OVER SH2.5 MILLION SHA FRAUD

Josephat Ouma Omoto, the Director of Zion Ahadi Hospital in Kakamega County, has been arraigned before the Milimani Law Courts in Nairobi on charges linked to a fraudulent scheme targeting the Social Health Authority (SHA).

Omoto stands accused of orchestrating a deceptive plan aimed at unlawfully acquiring public funds through fabricated medical claims.

Allegedly, he fraudulently obtained Sh2.5 million from SHA through the fabrication of false representations and manipulating health-related documents that were submitted to the authority.

He faces multiple charges, including obtaining money by false pretences, in violation of Section 313 of the Penal Code, and the falsification of health documents under Section 48(5) of the SHA Act. Additionally, he is charged with acquiring and using proceeds of crime, which breaches Section 4(a) and (b) as read with Section 16(1) of the Proceeds of Crime and Anti-Money Laundering Act (POCAMLA).

In court, Omoto denied all the charges, and the judge ordered his remand at Industrial Area Prison.

A mention of the case is scheduled for Monday, January 12, 2026, when the court will issue a ruling on his bail application.

The Directorate of Criminal Investigations (DCI) remains committed to investigating fraud targeting the Social Health Authority and other public institutions, and will relentlessly pursue and hold accountable all those involved in defrauding public funds.

About

The establishment, development and growth of Criminal Investigations Department can be traced to the evolvement of the Kenya Police to which it remains one of the key formations. The first police officers were recruited in 1887 by the Imperial British East Africa Company, I.B.E.A. to provide security for stores in Mombasa. It was from these humble beginnings that the Kenya Police was born.
