Legal and Crime Affairs
INTRODUCTION
Established in 1986 by the then Director of CID and was known as the Analysis and Data Center. Its role then was to advise on criminal cases and matters that have legal connotations. Later in 2000 during the CID restructuring, the unit adopted its current name Legal and Crime Affairs a name it has since maintained. Currently, the Directorate is fully fledged and comprises of Advocates of the High Court of Kenya.
ROLE AND RESPONSIBILITIES
ROLE: Advising on criminal cases and legal matters
RESPONSIBILITIES: Providing legal advice, reviewing evidence, assisting in legal drafting, liaising with relevant authorities, providing training support

ROUTINE DUTIES
- Legal assistance on law enforcement and crime initiatives
- Perusing cases files and providing legal opinions
- Advising on case management to prevent complaints and lawsuits
- Liaising with State Law Office ,Director of Public Prosecutions, Government Agencies, Ministries, International Agencies and Non Governmental Organisations and other Countries
- Providing guidance on emerging legislations and best practices

Litigation Division
- Coordinates responses to civil suits against the Directorate
- Provides litigation support to the Directorate staff
- Processes release of evidential materials for criminal cases
Evidence Evaluation and Analysis Division
- Reviews inquest files, inquiry files and complaints against staff
- Offers legal advice on evidence evaluation
Mutual Legal Assistant Division (MLA)
- Acts as a focal point for MLA involving the DCI and foreign Agencies
- Drafts and responds to MLA Requests
- Liaises with theAttorney General for coordination
Policy Division
- Participates in drafting and reviewing national security agencies
- Drives legal reforms and amendments related to law enforcement
In a nutshell, the Legal and Crime Affairs Directorate is the anchor of all criminal cases and all legal matters handled by the DCI as it plays a vital role in ensuring the success of the DCI.
